–Yes, that’s Race Bannon from Jonny Quest. Back in these days, they used those characters on occasion, but as of Season Three they had to rename any Quest characters. (Hence, Jonny Quest became “Action Johnny”.) Also, the henchmen’s outfits look an awful lot like SPHINX uniforms, but a little more snake-y. Not that we’ve seen or heard of SPHINX by this point.

At Impossible Industries, in a room that looks like it was carved out of ice, Doc, Pete White, and Billy Quizboy are wearing blue spandex uniforms and filling out Impossible Industries employment forms. Pete and Doc talk about Professor Impossible as one of their former teachers – he flunked White, and Doc sneaked by with a sympathy “D” after his father died. Impossible shows up an apologizes for the security. He brags about the outfits they’re wearing – they fit like a second skin, they keep a constant temperature of 72 degrees, they recycle dead skin cells, etc. We also see that Impossible has stretching powers. He makes them take a drug test, which has Doc rattled.
